What does additional modding capabilities do in minecraft

Me and my friend have a world where we have a lot of experimental contraptions with redstone and command blocks etc. My friend (while in the world options) noticed an “additional modding capabilities” toggle along with a “holiday creator features” toggle. I’ve looked on the Minecraft wiki and cannot find out how both of these work/what they do.
