The one and only way to place stairs and slabs upside down in TU12 is to place them on the bottom of a block above you.
You can stand with your shoulder up against a wall and put your cross hairs on the upper corner of a block in the wall and the stairs will be upside down.
To place a Stair upside down you need to have a block that you can see the sides or bottom of. In a build think of a wall or the ceiling. If you are putting the Stair upside down on the bottom of a block all you have to do is click.
It’s not impossible (obviously) it just seems like it would add a lot of overhead to the code. The way I assume it’s implemented is that every block is now broken down into 2 parts, with a top & bottom half. This means that the game will now be performing at least twice as many checks whenever you interact with one of those blocks.
To place stairs, use a stairs item while pointing at a surface facing the space the stairs should occupy. When placed, a stair orients itself with the half-block side closest to the player. Stairs can be placed either right side up or upside-down: Pointing at a block top or the bottom half of a block side places the stairs right side up.
