How to get operator in minecraft without permission

I’m having trouble with my 100% vanilla server (no plugins). I want players to be able to use the /tp command without operator permissions. Or, if they have operator permissions, they can’t go into creative (e.g., break blocks, etc.). I would also like players to start out with items (e.g., books, armor, etc.). Thanks,-Da_Axe_Man

To become operator on your server, you need to add your username to the ops.txt (only one name per line) located in your games main directory. Further administrators can be assigned ingame via the /op USERNAME command. In order to do so, you need to be op yourself.
